Well, I'm guessing this is an "in joke" but I swear my first two guesses as to where talk of robust systems came were:

1) spam

and

2) something Tony Blair said (about 25 times in one speech, as a new buzzword).

Well, I could admit this was an in-joke... or I could claim it was brilliantly political satire in that it was full of as much meaningless jargon and repetition as a Blair speech.
